Located on the Conception Bay North portion of Newfoundland, the scenic Town of Harbour Grace has a deep and rich history spanning almost 500 years.
The Town, founded by Francis I of France in 1517, has had many famous inhabitants and none more notorious than pirate, Peter Easton. Easton, who is still regarded as one of history’s most successful pirates, served as Commander of a small fleet during which time he is said to have rescued the “Irish Princess” Shelia NaGeira from the Dutch.
The Town has a rich aviation history due to the development of an airfield in the 1920’s. One of the most celebrated figures was Amelia Earhart who, in 1932, departed from Harbour Grace to become the first woman to fly solo across the Atlantic. To commemorate the Town’s aviation history, the Spirit of Harbour Grace, a DC -3 air plane with call sign CF-QB1 currently sits on the banks of the harbour.
Over the years, the Town has established a strong commercial base and with its rich history offers its 2,995 residents a great balance of modern conveniences with quaint country living. In recent years the Town has become a preferred destination for the many tourists visiting the area to enjoy its attractions.
From the pirating fights of Peter Easton and the pioneering flights of Amelia Earhart to historical sites and buildings, Harbour Grace has long been the centre of excitement, adventure and beauty.
Harbour Grace is hiring a Town Clerk/Manager and is inviting anyone with a passion for local government and a desire to improve the lives of residents and encourage economic growth to apply.
Reporting to Council the Town Clerk/Manager is responsible to:
  • Perform the statutory duties of the Town Manager as contained in Section 54 of the Municipalities Act, 1999
  • Perform the statutory duties of Town Clerk as contained in Section 61 of the Municipalities Act, 1999
  • Supervise management and staff and provide organizational leadership
  • Monitor and manage Public Works; Municipal Plan and Development Regulations; Fire Department; Emergency Preparedness Plan; Recreation facilities, programs and the delivery of services to residents and businesses to ensure the effective utilization of the human, financial and physical resources of the Town
  • Act as the principle advisor to Council in the development of public policy
  • Provide Council with all relevant information required to make informed decisions
  • Ensure organizational strategies, plans and initiatives are aligned with Council’s vision, values, and priorities
  • Develop a detailed capital and operating budget, forecast and long-term financial plans for approval of the Council and monitor all financial activities of the Town
  • Maintain a thorough working knowledge of Provincial Legislation and Regulations that affect the policy decisions of Council
  • Act as “Coordinator” under Access to Information and Protection of Privacy Act
This is a fulltime position with compensation commensurate with experience and qualifications.
The ideal candidate will have Post-secondary education in Business Administration, Commerce, Public Administration, or in a related field, and experience working with elected officials, appointed or volunteer boards. The ideal candidate will have at least five (5) years’ experience in a senior municipal or comparable administrative position. The ideal candidate will also have proven interpersonal, leadership, written and verbal communication skills, a thorough understanding of the municipal financial and budgeting processes, and a strong customer service focus. Other candidates will be considered who possess an equivalent combination of experience and training acceptable to the Town.
